The
National Communications Authority (NCA) of Somalia and the Information
Technologies and Communications Authority (BTK) of the Republic of Türkiye have
signed a Memorandum of Understanding (MoU) to enhance bilateral cooperation in
the field of electronic communications.

The
agreement was signed on 10 February 2026 at the BTK headquarters in Ankara by
the Director General of Somalia’s National Communications Authority, Mustafa
Yasin Sheikh, and the Chairman of the Board and President of BTK, Ömer Abdullah
Karagözoğlu.
Under
the MoU, the two regulators will collaborate in several areas of mutual
interest, including satellite communications regulation, cybersecurity,
spectrum management, broadband infrastructure deployment, internet regulation,
and the security and resilience of telecommunications networks and services.
The cooperation also covers broader regulatory and policy aspects of electronic
communications.
Speaking
after the signing, Ömer Abdullah Karagözoğlu said the partnership would
facilitate the exchange of regulatory knowledge, experience and best practices,
with the aim of supporting resilient and future-oriented communications sectors
in both Türkiye and Somalia.

Mustafa
Yasin Sheikh described the agreement as a significant step in strengthening
institutional collaboration between the two authorities. He said the MoU would
support capacity building, knowledge exchange and the enhancement of regulatory
frameworks, contributing to the growth and modernization of Somalia’s
communications sector.
Following
the signing ceremony, the Somali delegation engaged with BTK and other relevant
institutions in technical discussions and experience-sharing sessions focused
on regulatory practices, cybersecurity, consumer protection and internet
governance.
