The
e-governance unit at Tallinn University of
Technology has participated in the International Telecommunication Union
(ITU) Academy Training Centres (ATC) Annual Meeting 2026, joining global
stakeholders focused on advancing digital governance and capacity building.
The meeting, convened by the International Telecommunication Union, brought
together digital transformation experts and training institutions from across
the world, including representatives from Brazil, China, Kenya and Indonesia.
Discussions centered on strengthening collaboration within the ITU Academy
network and enhancing the delivery of high-quality digital skills training.

TalTech was represented by Riina Palu, Head of the Next Generation Digital
State Research Group, who contributed to sessions focused on building global
digital capacity and shaping the future of public sector transformation.
Participants at the meeting
emphasized the importance of harmonizing digital training curricula to reflect
the evolving needs of UN Member States, while equipping public sector leaders
with the competencies required to navigate increasingly complex digital
environments. The role of academic institutions in supporting governments
through research, training and policy development was also highlighted.

The ITU Academy Training Centres
network, described by participants as a “top training team,” aims to foster
collaboration between academic and governmental institutions to bridge the
global digital divide and promote inclusive digital transformation.

said its involvement reflects its continued commitment to advancing
e-governance expertise and contributing to global efforts to build sustainable
and inclusive digital ecosystems.
