Côte d’Ivoire is seeking to
advance blockchain and digital assets within a responsible and secure
regulatory framework, with the government identifying potential applications
across agriculture, financial transactions, land administration and the creative
sector.
Minister of Digital
Transition and Technological Innovation, Djibril Ouattara reaffirmed the
government’s commitment to supporting the development of the technologies at
the opening of an international seminar on blockchain and digital assets.
Ouattara highlighted the
potential of blockchain to improve traceability across agricultural value
chains, secure transactions, authenticate documents, strengthen the reliability
of land titles and enable the tokenization of assets. The technology could also
help protect and enhance the works of creators.
The minister said the
priority was to establish an environment of trust that protects citizens, data
and systems while supporting technological innovation.
To advance this approach,
Ouattara invited stakeholders to “move from dialogue to experimentation”,
particularly through priority use cases and regulatory sandbox mechanisms.
The proposed approach aims
to move discussions on blockchain and digital assets towards practical
applications that address national needs while providing a secure environment
for testing emerging technologies.
The initiative reflects Côte
d’Ivoire’s ambition to translate technological innovation into practical
solutions for the economy, public administrations and citizens.
