The
Government of Rwanda has approved the establishment of a National Artificial
Intelligence Agency as part of a broader set of fiscal, infrastructure, and
governance reforms endorsed during a Cabinet meeting chaired by President Paul
Kagame on 8 June 2026 at Urugwiro Village.
The
new agency is positioned as a central institution to coordinate artificial
intelligence development, adoption, governance, and investment across the
country. According to the Cabinet communiqué issued by the Office of the Prime
Minister, the move forms a strategic pillar of Rwanda’s accelerated digital
transformation agenda, aimed at embedding AI capabilities into public
administration, economic planning, and service delivery.
The
initiative signals a structured national approach to AI regulation and
deployment, with the agency expected to provide oversight frameworks for
ethical AI use, data governance, and innovation ecosystem development. It also
reflects Rwanda’s growing ambition to position itself as a regional digital
hub, leveraging emerging technologies to drive productivity, efficiency, and
competitiveness in both public and private sectors.
Beyond
the establishment of the AI agency, the Cabinet meeting also considered broader
enabling conditions for digital transformation, including infrastructure
financing agreements and regional connectivity frameworks that are expected to
support data systems, cross-border digital services, and technology-driven
development projects.
While
the meeting also addressed health preparedness, infrastructure financing, and
diplomatic engagements, the approval of the National Artificial Intelligence
Agency stood out as a key policy signal of Rwanda’s intent to institutionalize
AI governance at the national level.
The
decision places artificial intelligence at the centre of Rwanda’s next phase of
economic modernization, aligning with ongoing efforts to strengthen innovation
ecosystems, expand digital public infrastructure, and attract investment into
advanced technology sectors.
