Africa AI Governance Index launched to enhance evidence-based AI policy across the continent

African institutions have launched the Africa AI Governance Index Report, providing a new evidence-based assessment of the continent's readiness to govern artificial intelligence and support the development of effective AI policies and institutions.

The report was unveiled during the inaugural United Nations Global Dialogue on AI Governance in Geneva through a collaboration involving Lawyers Hub, the Human Sciences Research Council (HSRC), the Patrick J. McGovern Foundation, Macmillan Keck, the Hanns Seidel Foundation, the Permanent Mission of The Gambia to the United Nations in Geneva and other partners.

Kenya's Special Envoy on Technology, Ambassador Philip Thigo, said the initiative demonstrates Africa's growing contribution to global discussions on AI governance by providing evidence, practical insights and policy leadership to support international cooperation.

The index assesses AI governance readiness across African countries and is designed to provide policymakers with data and analysis to strengthen governance frameworks, institutional capacity, technical expertise and implementation as countries move from developing AI principles to putting them into practice.

According to the partners, the report is intended to serve as a practical resource for governments and stakeholders seeking to build responsible and inclusive AI ecosystems while supporting sustainable digital development across the continent.

The launch also highlighted the importance of collaboration among governments, research institutions, civil society organizations and development partners in shaping Africa's AI governance agenda.

United Nations Under-Secretary-General and Special Envoy for Digital and Emerging Technologies Amandeep Gill participated in the event, where he shared perspectives on international cooperation in AI governance during the Global Dialogue on AI Governance.

The Africa AI Governance Index is expected to contribute to ongoing continental and global efforts to develop evidence-based AI governance frameworks that promote innovation while ensuring responsible, inclusive and equitable deployment of artificial intelligence across Africa.
