Nigeria has emerged as the
leading African country in the 2026 Global Index on Responsible AI (GIRAI),
ranking 38th globally in recognition of its efforts to develop an inclusive,
responsible and governance-focused artificial intelligence ecosystem.
The ranking, described by
Nigeria’s Minister of Communications, Innovation and Digital Economy, Dr.
‘Bosun Tijani, as an affirmation of the country’s commitment to shaping the
future of AI, reflects progress in areas including AI governance, digital skills
development and responsible technology adoption.
Nigeria moved up 42 places
in the global ranking, with the country’s advancement linked to initiatives
aimed at strengthening artificial intelligence capacity, improving digital
infrastructure and promoting responsible AI deployment.
Dr. Tijani said the
recognition demonstrates Africa’s ability to play a leading role in the global
AI conversation, stressing that the continent must not only participate in the
AI revolution but also contribute to shaping how emerging technologies are governed
and applied.
He highlighted Nigeria’s
National Artificial Intelligence Strategy (NAIS) and the 3 Million Technical
Talent (3MTT) programme as key initiatives contributing to the country’s
growing AI ecosystem and international recognition for advancing AI literacy.
The Minister noted that the
country’s focus remains on investing in digital infrastructure, talent
development and governance frameworks to ensure artificial intelligence
delivers tangible benefits for citizens and supports economic transformation.
The GIRAI 2026 report
assessed responsible AI governance progress across 135 countries and
jurisdictions, analysing national frameworks, government initiatives and civil
society contributions aimed at ensuring AI systems promote inclusion,
accountability and public interest.
